Monitoring - A fix was put in place to mitigate an external API service that was not responding. We have observed that background tasks are now being processed as normal, although it may take some time where we catch up on the backlog of jobs to process.

Update - We have now enabled time-in-status rule triggers and are currently working through processing the rules that have built up during this incident.
